To add additional Downtown parking options, the Central Oklahoma
Transportation and Parking Authority hired TAP Architecture last year to design
a $20 million, 750-space garage on OCURA land just south of city hall, including
a parking lot that is part of the adjoining Hightower Building.
The plans initially
called for ground-floor retail, with eight parking decks over that, and the possibility
of residential units to be added at the top. On Nov. 28, OCURA published an
invitation for residential proposals on top of the parking structure. On
Jan. 4, OCURA published an addendum to the invitation to allow for proposals
for office space. The deadline for submission of proposals is Feb. 18.
Cathy O’Connor, director of OCURA,
said anyone submitting a plan for office or residential must have a detailed
concept and be able to explain how they plan to finance the project. She said the
top of the garage has the capacity for about 80,000 square feet of office or residential
